Patricia P. Hickerson

Patricia P. (Pat) Hickerson recently retired from CH2M HILL, a global consulting, design, design-build, operations and project delivery company, where she was the Army Strategic Account Manager for the last seven years. Ms. Hickerson joined CH2M HILL in May 2001 after almost thirty three years of service with the United States Army, retiring as a Major General. Her first position with the company was in Richland, Washington with CH2M HILL Hanford Group where for three years she was Vice President for Human Development and Communications, responsible for Human Resources, Labor Relations, Employee Concerns, Media Relations, Community and Stakeholder Programs, the development of technical, maintenance and administrative procedures and delivery of training. Ms. Hickerson currently performs part time work for CH2M HILL.
A native of Louisville, Kentucky, Ms. Hickerson graduated from high school in Martinsville, Virginia and attended Converse College in South Carolina earning a Bachelor of Music Degree with Honors in Flute Performance, a Master of Music Degree and in 1989, and an Honorary Doctorate of Public Affairs. Her military education includes the Women's Army Corps Officer Basic Course, the Infantry Officer Advance Course, and the National War College. Other professional training includes Leadership for Executives, Center for Creative Leadership and the Program for Senior Executives, John F. Kennedy School of Government, Harvard University.
Ms. Hickerson’s last position with the Army was Deputy Chief of Staff for Personnel, United States Army Europe and Seventh Army, Heidelberg, Germany, where she was responsible for plans, policies and programs for the management of all military and civilian personnel in Europe, to include family members and retirees. In this assignment, she transformed personnel operations into an installation management organization, integrating the functions and decision making process for all garrisons in US Army Europe. In her previous assignment as Deputy Chief of Staff for Personnel and Installation Management, US Army Forces Command, she led all aspects of human resource and installation management for the nations’ largest military command consisting of 800,000 personnel, managing a budget of 1.3 billion.
Other key command and staff positions included: Commanding General, US Army, Soldier Support Institute; Deputy Commanding General, US Army Recruiting Command; The Adjutant General, US Army; Commander Central Sector, US Military Entrance Processing Command and Administrative Assistant to the Chairman of the Joint Chiefs of Staff; Military Assistant to the Assistant Secretary of the Army (Manpower and Reserve Affairs) and Admissions Officer at the United States Military Academy. She also commanded the 38th Personnel and Administration Battalion, VIIth Corps and the Women's Army Corps Band.
Presently, Ms. Hickerson is a member of the Board of Visitors, Virginia Military Institute; Council of Trustees, Association of the United States Army; Board of Trustees, Converse College; Board of Directors, First Command Financial Services; Board of Managers, Army Emergency Relief; and Campaign Executive Committee, The Army Historical Foundation.
Ms. Hickerson and her husband, Dennis Fogarty, reside in Ponte Vedra Beach, Florida.
