Colonel William R. Grace

Colonel William R. Grace serves as the VMI Inspector General (IG). Prior to being appointed as the Inspector General at VMI, Colonel William R. Grace served as the Professor of Naval Science at the Institute from 2004-2008.  In his capacity as the Inspector General, Colonel Grace reports to the Superintendent and is charged with inquiring into and reporting on matters which pertain to mission performance, efficiency, discipline, morale, effectiveness, and esprit de corps of the VMI community. 

During his twenty-six years in the United States Marine Corps, Colonel Grace held a variety of operational and training billets.  As a Naval Aviator, he accumulated nearly 6,000 military flight hours in fourteen different models of rotary and fixed-wing aircraft; this includes the VH-3D and VH-60N presidential aircraft.  While assigned to HMX-1, Colonel Grace led presidential flight detachments on four continents in support of Presidents George H.W. Bush and William J. Clinton.  Colonel Grace had the privilege to hold senior leadership positions in five different commands, to include a training group of over 2,200 Marines and Sailors.  Colonel Grace is a graduate of Texas A&M University and the United States Army Inspector General School.

Colonel Grace is married to the former Cathy Capps of Dallas, Texas.  They are the parents of two sons

IG Duties

The IG undertakes or supervises official investigations that are not specifically delegated to other agencies or as assigned by the superintendent, reporting findings as directed, consistent with legal requirements.

Additionally, the IG serves as the Title IX coordinator.  The IG coordinates the development and review of policies, procedures, and training programs for cadets and employees of VMI that support the Superintendent’s Statement on Equity. 

The IG receives reports of alleged violations of Title IX of the Education Amendment of 1972 and Title VII of the Civil Rights Act of 1964.  The reports are resolved or investigated, with the IG recommending corrective actions to the appropriate authorities.
